what paint is best for the little black line on the edges of the tail light lenses?

I tried SEM plastic paint that I sprayed inside a jar and applied with a brush, but it didn’t come out smooth or right.

I would try some gloss black plastic model paint (Testors). You could add thinners to help it lay more flat.
Another option is to mask it off, scuff and spray it with aerosol.
