Timing cover question

Small block - To remove timing cover, I realize it’s best to drop oil pan first. I also realize there is 2 bolts attaching timing cover to front of oil pan. Aware of oil pan gasket attaching to timing cover. But, can I remove timing cover if I remove front 2 pan bolts without dropping oil pan ? Im not worried about gaskets, seals, etc now. It’s all getting replaced. I just want to know if timing cover can be wiggled off without dropping the pan the slightest. I’d like to remove a broken bolt inside the timing cover now. Everything including the radiator and balancer is off.
