Just curious, on a 1964 polara 440 package, what is the maximum tire size using a 15 inch rim that I can fit under the front and under the rear without tubing or cutting the fenders. I'm no opposed to rolling the lip under the car.

There's lots of room in the 64's. 275R60-15 no problem for the rear, that is likely what you'll end up with. The front will take a tall wide tire too.

An old pic of my 64 20 years ago. The rear tires were 285R70-15. They were a BF Goodrich sport truck radial. Fronts were 225R70-15 that I recall.
