Troubleshooting no air to window defroster vents

I'm trying to find out why my windshield defroster vents wont kick in when toggling the switch over to em. My first inclination was to check for a disconnected vacuum line.

I did find a tube that leads to nowhere. Could this be the culprit? If not what's that tube line belong too?

This is to the right of the brake booster, has a blue wire running right besides it. ...uploading pic....

Sorry to sound like the counter guy at Autozone but,

What make, model year car?
Does it have air conditioning?
