Can someone tell me how to test this switch? Not sure what year the switch is.

My '64 Polara with variable speed wipers has a switch like this. The breaker might have something to do with the "park" function.
 
I think this came out of an early 60’s New Yorker we parted out years ago. I wonder if it will work with my variable speed wiper motor on my 70.
