Did you watch Wacky Races as a kid? 1968 Saturday morning cartoon. There were so many car-based cartoons back then. Tom Slick, Speed Racer, Motormouse and Autocat, Hot Wheels, Speedbuggy, Wheelie and the Chopper Bunch.

Looks like Penelope Pitstop is Margot Robbie.... but sadly this is just a fan-made fantasy AI trailer.....not a real movie in the wind.

Still, it would be awesome to watch if done right. I bought the box set DVD a few years back to re-live my childhood...my kids loved it also.
