For a 15" x 7" wheel, what is the tallest tire you can mount on it?

I put 235/75R -15 on the Polara, that is a tall tire. In a 75 series, that is it. Now A really tall tire is an original 8.55x15 bias I have as a show spare, from 1970. hard as a rock too.

285/70-15 B F Goodrich Radial T/A would be my guess, unless you want truck tires.

275/60 is about 28" dia., 255/70 is about 29" dia., I believe the 285/70 is about 30" dia. and may be too wide for a 7" wheel.

I had the BFG 285/70 15's on cop rims on the rear of a road runner with no issues. Although, I didnt like the look.
