Thought I'd hook up the speedometer in the 65' Belvedere. I haven't used it since changing to a manual trans, just ran by the tach. Does anyone know why at static it reads 15mph? Is there an adjustment inside? Or is it toast? Too wet to get the car out for a test drive. But on the lift it works fine. No jumping or noise. Just doesn't return to zero.
I wouldn't think it's worn out. Car only has 42K.

It's possible the needle has slipped! I'd pull the cable out of the housing and check for frayed or kinks in it If none lube it up good with graphite, and re install! If it is still at 15 mph pull the cluster and check the speedo itself! The needle is just pushed on(twist c-c and push gently) back to zero! If that doesn't fix it! You need a different speedo!

I guess the needle could have slipped over the years. I'll check it out. Everything else is new.

I got one of those speedos if you need one let me know

Update! I pulled the speedo head and found that a small spiral spring had moved. After adjusting the spring to zero, the speedometer works great. It's a spring with a tension tab that keeps the needle at zero. Didn't have to move it .060" to obtain the correct reading. The tab/spring is at the end of the tooth pick in the pic. I guess I pegged the needle past the 120 mph one too many times. I'll disconnect the cable before I run it again. Hope this helps others.
