Yes, low resistance is an issue with turn signal flashers - the stock ones will not work with LED's.
If you upgrade to LED's for tail lights and signals you will need to use the correct flasher.

My bulbs are not the 194's like your are.
My bulbs have a circular base.
I chose the cool blue ones, but other colors are available.

I had the same issue on my 76 Volare Road runner.
When I bought it - it had an 8 3/4 from a 66 Charger.
All I did was have a bushing machined to fit inside the isolator hole and a small hole in the center of the bushing to locate the leaf spring pin.
That sending unit is not a factory one. The factory ones never had a return line on them.
They looked like this - but not with the long extension, that's me that did that.
