    Remove the spring I highlighted in yellow and obviously put the upper shoe back into place. You may also have a pressure build up in the line due to some blockage. Crack open the bleeder screw and see if the cylinder compresses more.

    I would agree but being that he said the dealer was stumped too, that leads me to electrical. By all means, get the air out but for kicks, unhook the wire at the valve, if it's still on then you are grounded somewhere. Easy check.
