1967 Steering Column

Hey guys,

I finished rebuilding my steering column and installed it in the car. Everything worked fine, but I was unable to set the final adjustment.
The final adjustment is a 13/16'' gap between a recess mark on the steering shaft to the rubber cover on the coupler.

I tried pulling the two adjustments tabs on the column back as much as I could, which did allow the column to come back. But then, once I tightened down on the firewall cover bracket, it would automatically pull the column back down. My current measurement is 5/16" and I can't seem to alter it from there.

Does anyone have any tips on how to get this measurement and lock it in?

Here is a pic from the manual. That is the 13/16" measurement that I was referring too.
