68 gtx fender splash shields

can anyone tell me if the fender splash shields that would go on the rear side of the front fenders are just metal or are they supposed tohave a gasket /seal on the edges?

They are formed sheet metal with the reinforced rubber sheet gasket stapled around the edges.
