Is this a vinyl top car original? 68 Fender tag code?

A 68 coronet is for sale and the car appears to have vinyl roof moldings, but no vinyl. Here is a picture of the tag:

I wonder how the car was from the factory?

The vinyl has obviously been removed by a previous owner.
