I checked the throttle plates, and the secondary opening flap inside of the carburetor. Both are working well and are not bound up or sticking.

It very well could have been in a Power Wagon. But these parts look like they were installed afterwards, as the paint doesn't match. I have seen some small spots of turquoise paint breaking through in some places on the block and heads. The passenger side water outlet is a big giveaway there...
