I'm taking a stab at this. The base is a Weiand tunnel-ram, the throttle body is from a 90's Ford truck and the box will be made of steel (I can't weld aluminum). This will be a twin-turbo application on a 383.

I'm in Denver and I wanted to dyno a 383 build a couple of years ago. The owner said that the going rate is $150/hr and the clock starts when the engine enters the shop. I could see $600 disappearing pretty fast. I wound up installing the engine into the car, tuned it the best I could and then...
Before starting the engine confirm that the lifters are rotated by the cam. Heads on, pushrods in place and dab each lifter with a paint pen. Orient each lifter's marker in the same position and rotate the engine over about a dozen times. All the lifters should rotate.

I had an older Fluidampener that was a son-of-a-gun to install. I chucked it up in a lathe and genty emory clothed it till it was easier to install.
Roughly 5 minutes of total run time on the lathe.
