The best place to ground the tank is to the frame. Make a ground jumper with the female spade on one end and ring lug on the other. Attach ring lug to frame. Good source for electrical info: ceautoelectricsupply.com
If you can adjust the fuel pressure down to ~7 lbs, you should be able to use the current pump with a carburetor, to do a sanity check. Would it be hard to put a new fuel line from the regulator to a carb?
PRND21 is correct. Here is my original Belvedere I with it's trim. This was a no option car - /6, 3 on the column, no power steering, no radio.......but it had trim. My guess is trim was standard. I too didn't use the trim when I restored it. I like it much better without.
