Monday was about 15 degrees out and it fired right up. The electronic ignition box was the culprit....now to figure out the lights. Thanks everyone for the suggestions.
Well he finally had a chance to work on it today. The first thing he tried was to replace the electronic ignition box and the truck fired up immediately at 27 degrees out. It's supposed to be in the teens tomorrow, so he is going to give it a try then before he trusts it to go anywhere...
Haven't tested the battery, but last night it was cranking the motor over quite handily....it must not be a gear reduction starter because it darn near sounded like a chevy engine cranking over....not like the traditional mopar starter.
He has a manual choke setup on it and that is functioning properly. He said he went through the entire ignition system including, plugs, wires, ballast resistor, distributor, voltage regulator and coil....but with todays electronics supplies....no guarantee that one of those components aren't...

DaveK. I see you say you are spraying it on. I have never sprayed it. Douse a clean cotton rag with it and wipe down the surface followed immediately with a dry cotton cloth. You should precede w&g remover with a soap and water solution to get the panel free of sanding dust. I try not to...
I forgot about this thread. Through your guidance he able to service the assembly and get all the seals changed. The housing is leak free but he still had a small drip coming from the cable sheath.
@icetech He said the bolt from the transmission to crossmember is standard hardware store...
I second the method of using a brad nail. Scuff it up, push it through the back of the board, flux it, install the brass pin over it, and carefully apply heat and solder. It will be rock solid.
