Thanks everyone for your input and help. It ended up being a bad ground coming from the park/neutral safety switch causing the relay to kick in and out. Once I corrected the ground it turned over like a true blue mopar.

Hi, I have a 66 Sat with a 383. The old starter started to fail and by the sounds of things it seemed the relay way kicking in and out causing the starter flutter. At first I thought the battery was bad so I put in a new one. I was able to get the car home but the starter still didnt sound...
