If the 69 radiator is the correct one (2949053) the 68 shroud will not mount on it. In 69 the shroud changed to a plastic one and uses different mounting brackets.
Radiators do "wear out" over time, by that I mean the cores lose efficiency as the bonds between the tubes and fins break down and the radiator loses its ability to dissipate the heat. Sounds like your original may be ready for a new recore.
There is another piece of foam that you are missing in the pic that goes around the outlet opening also. Detroit Muscle has both of the required foam pcs available new.
I believe that the later built 69 A12 cars had a molded 90deg hose on the rear drain to prevent water from being drained on to the starter relay. I don't have a pic at this time but I will search for one to post.
Originally the radiators were painted using Naptha reducer, The dry sheen depended on if it was a humid or dry day that it was painted. Long story short.. There is no 100% accurate answer so paint it whatever you feel looks like the best sheen to you.
