Yeah, I would try to remove as much of the oil as possible. Q-tips soaked in brake clean can help here.
The sealant is fairly thick, and you’ll want to shake the tube vigorously before using. It has a tendency to separate. Apply it liberally to the threads and install.
Seems like the 4” BS would put the tire closer to the fender which might help it look more full with less tire. It’s a survivor 426 wedge car so I don’t think he wants much more than a 275/60r15.
