My guess would be the PH 426 means Plymouth Hemi 426 although the Plymouth Hemi I believe was the actually called the Commando.

I have, over MANY years, found that if my car is as clean inside as the day I bought it, no one touches it. Hide amps under the seats and any under dash stereo must have a removable face plate. What YOU might think is worthless like a nickel in the console, may be the nickel someone is short...

When I was in CA I could never get those stupid things on the car right so I used one hand to pull the rubber thing back and just hold it back and put the nozzel in the car. Meant I couldn't just let it run but I didn't have gas all over the car.
