I had a similar problem with my 440. The fuel pump would lose pressure so there would be no gas from the pump to the carb. But if you have pressure at the carbs it could be the fuel in the carbs is losing its volatility due to the vents letting the fumes escape. This could degrade the ethanol...

May try to remove to clean the area on your existing floorpan that your welding to. That may help with your weld quality. The car looks awesome! Looks like its in good, capable and motivated hands.
