just a suggestion dont know if it will work for you...there is a epoxy or something like that, that you put in the tank and swish it around a seal the tank from the inside.worked on a friend car and been that way for about 15 year. dont now were to get it but if ya look for it it can be...
i used 67 quench heads with porting on my 431 and it halls butt. those stealth heads have some great numbers (probably what i have now after porting on mine). i always wanted to try these things i like the stock look also haven't heard much about problems
when you go past zero with a pumped lifter it will hold the valve open slightly until the lifter pumps back down. do like what was suggested take the plugs out and crank the engine an extended period of time to pump them down and you should be ready to go. fyi you can put 2 turn or more past...

it would take a ton of work on a 318 to keep up with a 400. the 400 is no 440 but its a way better performer then a 318. im sure there are 318s out there that really hall the mail but
750-850 750 would be mild and very responsive a good choice but i like the 850 and it looks like this build will have no problem using it, as far as the demon they got a bad rap in my opinion but i like them i think there a very precise holley basically. they use the same jets gaskets power...
my gtx has a flat choke that sits flush on the manifold the by metal spring actually fit down in the manifold inside a kind of a cup thing its in your pic of just the choke in the back ground but i think you should have a thick isolator gasket under your carb and yours i think would be good to go
un-ported would mean constant vac, then yes that were the pcv goes and if you do put it in the manifold it needs to go in the plenum area under carb not in a runner
