1969 Road Runner convertible

y2 yellow originally. Black interior and top. Original fender tag. Needs a complete restoration, all of the parts are there with the exception of the front bench seat. Has a 400 engine in it that can turn over, just has not ran in 2 years. Originally a N96 air grabber car, black hood stripes, light group with rocker moldings. Nice car to restore. Local guy offered $10500. He is a flipper, and always advertises mopar stuff for sale in Flat Rock. If he offered $10500, he stands to make a few $$$ himself. $11500 would buy it as is.
 
What does the floor pan, truck floor, and frame rails look like as far as rust problems?
