It looks like it allows you to move the master cylinder or brake booster over nearer the fender for more clearance to the engine.
 
Yep that is what it is for handy piece if installing a Big Block in a Small Block compartment
 
Hemi engine install, originally in 68 Super Stock cars, moves brake master over, clearance for the valve cover.
