Well,
I can not tell you about everything I did for the Air Force, where I have been etc...(including 18 years Flt. test at F-22 facility, Edwards AFB)
BUT:
He did show 1099 income tax forms clearly stating he worked for the D.O.D like I did.

And, furthermore, I spent 12 years at Wright-Patterson AFB, Dayton Ohio...home of the infamous Hangar 18
WPAFB IS where General Ramey from Army Air Corps Texas had the vehicle or Weather Balloon...flow to for analysis...as the "other-place" not too far from Las Vegas was just a dry lake bed at that time.

Yeah, something went on at Roswell Army Air Corps base (Home to Enola Gay and Boxcar...)
 
who knows for sure the government sure is not going to say anything i think half the stuff flying around that people cant say what it is could be from our own government

Here's my take on it;

IMO he looks & acts like a total wacko
maybe that's why they (DOD) didn't totally go after him
for any confidential crap or leaks etc.

but many of them do look strange or weird
most of their stories aren't really 100% believable either
seems most of them look like someone that would tell
a tale/unbelievable or fabricated story, maybe it's planned that way too

that doesn't mean it's not true
or 100% false for that matter
or something they think they saw & was most likely wrong
about what it was, or it's a huge cover-up
or leaked on purpose, to find a spy/trader in the ranks
or to give our adversaries a shitload of false information

lots of what IF's

IMO the more believable/logical concept is;
That his statements are probably some sort of
either a misinformation campaign, by the powers to be at the time
political & military
or they just let it go, to hide something they were really "actually" doing
**** he thought he knew or saw, was so out there it sounds like
science fiction or just another nutcase report

or the guy is an attention whore, wants his 15 min.'s of fame
we all know someone or heard of someone like that
even here

or he's a traitor, divulging secrets, he swore he wouldn't,
under penalty of the laws
lots of plausible explanations

& most of the **** in Area 51/Groom Lake sightings are too
misidentified, they (DOD/Military Politicians) just let it go too,
they don't want it out
the 'out there stories' are an even better unbelievable cover story
we may never ever know the truth or facts
(like JFK assassination, or attempt on Pres. Reagan's life by a liberal nutcase
so much BS was spread on both accounts etc

lots of the stuff sitting around there were the
the F-117 stealth in development or even the early 'Deep Blue'
A12's/SR-71's, many of both 'reported as flying saucer sittings',
outlines/silhouette looked like it head-on or from the rear
especially in the dark backlit & not shown on radar

some stuff the general public doesn't need to know
especially some military stuff, especially air/weapons stuff
we have people out there trying to do US all harm,
they don't know either
some **** is just a blatant or brilliant cover story too

The funny thing is that Area 51 (Groom Lake) wasn't particularly secret or guarded by the CIA. When they started construction there in 1955, the area was known as Watertown, and they sent out press releases. "Construction at the Nevada Test Site installation a few miles north of Yucca Flat which was announced last spring is continuing. Data secured to date has indicated a need for limited additional facilities and modifications of the existing installation. The additional work which will not be completed until sometime in 1956 is being done by the Reynolds Electrical and Engineering Company, Incorporated, under the direction of the Atomic Energy Commission's Las Vegas branch office."

There was a no fly zone for the area; a nearby testing site for the AEC was already protected, and so the area was enlarged to include Groom Lake. The development of the U-2 was also mentioned, but it was called a high altitude atmospheric research plane. Up to this time, anyone had access up to the site and could see what was happening. It wasn't until June 1958 that 38,400 acres of land were removed from public access, mostly to the south. This chunk of land was designated Area 51. There was still an open area to the north with unpaved roads where ranchers, miners and curiosity seekers could get close and take a look.

Until that point, the base was considered temporary. After the decision in Jan. 1960 to use the area for the work on the Lockheed A-12, the place became permanent and began expansion. Buildings for storage, administration, testing, a fuel farm, gym, theatre, golf course and softball field were put in. An unclassified newletter (N.T.S. Bulletin) often published local Area 51 events and headlines like "Area 51 Wins Slow-Pitch Tournament" were common and many of the players were listed by name. Still not really secretive, although unlike the U-2, the A-12 project was never publicly mentioned.

Over the years, the Area 51 location and mention were in several unclassified maps. An unclassified NTS road map, produced by Holmes & Narver, Inc., was updated in January 1961 to include mileage between various points. One notation read: "10.3 MILES TO AREA 51" and was followed by the words "GROOM LAKE." A map showing the area as visited by President Kennedy in 1962 pointed out Groom Lake, Watertown and the Area 51 boundary. Maps by the AEC showing the Nuclear Test Site in 1977 still showed Area 51 and Groom Lake clearly labeled. A 1978 Bureau Of Land Management map showed lots of detail of the area including the roads and landing strip, all unclassified.

It wasn't until 1979 when the USAF took control of the area from the CIA that active measures began to be taken to clamp down on secrecy, excluding hunters, hikers and miners from the area and in 1981 took over the northern area as well, having another 89,600 acres withdrawn from public use. And that's when the real era of secrecy had begun.
 
The A-12 was devoped under code name OXCART.
The design competition was code named Archangel.

As for Lazar, who knows? I dont know anything about him so I did a little web search and found this:

Then there was the SR that crashed and people were told they saw something else and the crash site was scrubbed.

There is a possiblility he has something. Or what he has is dementia.
