I can barely turn the rotor.

I've only had my Charger for about 3 weeks now and I'm learning allot so far. I'm trying to adjust the parking brake on the rear disc brake setup. Without the calipers on and not grabbing anything and the transmission in neutral, I can barely turn the rotor. It's really hard to move that rotor, I thought the brakes were locked. Should it be that hard for me to turn an 8 3/4 rear?

It should turn pretty easily.
Are you sure the parking brake isn't offering some resistance?
 
Sounds like a SureGripe. Does the driveshaft turn at the same time
 
It will take some effort because you are trying to turn it at a mechanical disadvantage due to the gear ratio. The drag of the bearings, seals, transmission output shaft, etc gets multiplied several times and the rotor alone doesn’t give you much leverage to counter it. But it should still roll over.

The passenger side is not touching at all, and I pulled the driver side off and tried turning it. It did turn, but holy sheet I could barely move it. I understand the wheel provides more leverage, but wow.

And it looks like its a posi. That, I'm sure that adds to the issue.
 
It's a suregrip. It doesn't add to the issue, it is the issue.

I’m technically the second owner of this car, it sat somewhere I guess for years. Some guy bought it and never registered it. Now I have to have the shop I bought it from title it and then sign it over to me.

The prior owner put this in the car. He never finished it. The car sat for a few years. All the seals for the calipers were cracked. I’m trying to figure out how to adjust the parking brake on these calipers. The rust you see is surface rust, once I figure it all out I’m gonna sand that up a little. Everything is new, just sat for years.

Are you trying to turn it by grabbing the rotor? That will be difficult I would think. A drum offers better grip but even then with a wheel on it it'll be much easier
 
I wonder if there is an Allen Key stuck somewhere that you haven't found yet?
