You do not have a complete set in your pic above.

Female belts with flat mounting mounting brackets are for front seats (5) total. Two double female (missing from your pic) and one single female.
Female belts with bent mounting tabs are for rear bench (3) total.
Vinyl covered short male belts are for rear outer positions (2). You have 4 in your picture.
Male belt with flat mounting bracket is for front center (1) missing from your pic.
Male belt with bent mounting bracket is for rear center (1) top belt in your pic.
You should have 6 sets of lap belts (6 male + 6 female) + 2 shoulder harness sets (2 male + 2 female).
You appear to be missing one female front center belt with flat bracket as well. Might be in pic...hard to tell.
PM me if you need more assistance.

I think you're missing some. The top ones with the plastic "sleeves" may be for the outside rear seats. The very top one looks correct for the middle bench seat, front passenger. If the mount is bent at an angle, it would likely be for a back seat. The two bottom ones are your shoulder belts, mounted on the side roof. You don't seem to have the two front left and right passenger belts, which would have two buckles on each belt - one for the lap, and the other for the shoulder. The front middle is just one of the middle set. Three of the middle set, with bent or angled mounts are for the back seat. I think you're also missing a rear male short belt (which are like the top set, without the sleeves).

I'm sure others can chime in to correct me. I've done both 69 & 70 b-bodies. I'll look for pictures.

70.. rear outer males are sleeved and bolted into the rocker area, unlike '69 that are just fabric straps bolted to the axle hump.
