White plastic ring on steering column?

68 Charger-See picture… what is this loose plastic ring? Where does it belong?
And looking closely at the steering coupler area, as that slight angle (not straight) should be a concern?

It is the nylon bushing that was part of your lower steering column seal. The rubber part of this assembly is gone. You will need to pull your steering column out and purchase a new lower seal assembly. These are reproduced, and available through various reproduction parts dealers. This piece not only seals the lower column from dirt, etc., but the nylon bushing centres the steering shaft.

Are there any safety issues if i do not get to this right away? Should i just cut the nylon piece off?
Did you see any issues with the angle of the steering column where it enters the steering box coupler?

That angle can be somewhat corrected by loosening the three nuts/bolts that hold the column bracket to the framework under the dash. The lower end can swivel in the firewall bracket - no loosening should be necessary BUT if need be there are two bolts you can back off from under the dash as well.
 
It looks like your steering column is so close to that header tube, that there is not much adjustment room available. The heat from the header likely destroyed the original seal. Replacement could be a good winter project.
 
Lift your engine up and loosen your motor mount to block bolts and shift your engine over towards the passenger side and retighten the bolts. It should give you a little more air gap. Or figure something else out.

I would tend to agree with that, however, motor has not run in the car, so im guessing the original owner left the seal off?
Should i cut that plastic ring off for now? Any safety issues driving car like it is?
 
Believe that they make an all metal one, it does have a small rubber or plastic seal. I have 2 of them on the 2 cars that I have with tubular front suspension. Speedway motors may have them.
