On Carter's, at least later ones, the carb number you're needing for kits/info etc is stamped on the throttle plate. Older ones used a tag held down by one of the screws on the lid. Carter's version of the LIST number for Holley's.

Here in the PRC, we get an extra load of goodness in the fuel courtesy of CARB. Ethanol is bad enough but the state mandated package is way worse. It's a wise idea to replace fuel hose with material thats E85 compatible. Regular hose goes to poo after awhile.
Pump fuel starts to separate in a week or so. It's called "Phase Separation". There are short and long term additives you can put in the fuel, Sta-Bil is one plus Joe Gibbs, Amsoil etc that prevents this for up to a year. The PS is very tough on fuel related components over time. Kills aluminum...
See what happens when you put air though from the pump line to the tank. Maybe plugged from sitting? When you had the bowls off the Holley or the top off the TQ, did you see any grundge/rust etc lurking? Having debris in the system can cause the needle and seat not the seal like it should. Like...
Does the carb have brass or the plastic/foam floats? The foam floats get attacked by alcohol over time. Brass does not. Or if already brass, maybe a bad seam etc letting fuel in and therefore not floating.
For the ones using the stock senders, the replacement lock rings and seals suck sometimes. The rings can be thinner and softer material. Seals can be thinner too. Keep the stock ring if possible or find a good used oe one. Don't know about the seal. Maybe others will chime in with info on good ones.
Another possibility, you'll need to investigate, since you are in So Cal is JET who I think was in the Huntington Beach area. JET is Jones Electronic Tech which was the later version of Mike Jones carbs. I think one of his kids got back into doing carbs. Anyway, Mike was huge back in the day...
