If the plugs you replaced were fouled ck. the lbs of pressure your new fuel pump is putting out. Edelbrock advises to keep it at 6 lbs or under a little.
If your problem showed up after the pump change you may foul another set of plugs.

Sounds like yours is missing a few parts and several things can cause the conditions you report.
I am thinking you probably have a (lean burn) 400 if it's the 77 cordoba engine.
Going with the msd should help I would...
Some have separate start and run capacitors , some motors have a combo capacitor. If it's got the separate ones the rolling start probably would.
Another thing that will put a big load on them is plugged air filter/intake.
Capacitors are not to expensive , Ace hardware ect should be able to...

have him check the capacitor for bulged / swelled ends
Damn things most times do that when they go bad.
Plus remind him that the capacitor retains a charge.
