The advance plate in my distributor is a
9.5 or a( 19 total ) so your mechanical advance number is possible.
Good plate to have , you don't have to weld on it in most cases.
Pertronix ?
I do know that the pertronix 2 would fry itself like a set of closed points if the ignition was left on for awhile.
The # 1 and #3 did not but 2 would.

I'm no electrician but I think your dealing with more than one issue.
I would unhook the neutral safety switch wire, dbl check your hookup on the start relay, and make sure your in park and try it.
Lots of light problems stop, turn ect originate in the turn switch or...
Just me but if anyone wants a 100 % stock looking set up for their pre 72s .
Leave it stock.
Nothing at all bad with the points distributor if they are in decent condition.
They will rev to 5,500 or more if you have a good points set.
No more miles than most of our cars are ran a set will last...
I have been useing the same pertronix conversion for over 10 years.
Had it on 2 different big blocks, new cap and rotor every couple years.
Each engine , 383 and 440 I went both times to Orielys and ordered a rebuilt points style distributor add the pertronix.

Well, just me but if that engine is running bad after it's warmed up and the outside temp is cool.
I would check the choke operation.
If it's electric I needs switched 12 volts and a good ground.
Manual , make sure the cable is letting it function correct.

Pull the cap and twist the rotor see if it moves. It should , once you let go see if it snaps back to position.
Also like posted above try to move the distributor shaft side to side.

After market radio/stereo or factory AM ?
If it is a after market you need to trace down the wiring and unhook it.
If it is the factory radio pull the fuse and see if the problem is still there.
After 50 plus years many of these cars have had some black tape and pocket knife electrical work.
Pull a plug or two and see if they are fuel fouled.
I'm thinking like kryslerkid , if you have fuel in the carb, air , and spark on the plug wires. It should fire as long as you dbl ckd. Fireing order is right.

Your cam choice should work good with the 383 and 3.23 gears.

All joking aside , what is in it now as long as it is sized correct prob is better than what you will buy these days.
One important thing is make sure all the contacts are clean.
