Something is not right. There should be constant vacuum from the manifold port at idle and no vacuum from the ported vacuum nipple until you open the throttle.

Idle set too high. If the throttle plates are open there will be vacuum at the ported port.

Hardtop or coupe? WM23 should be a hardtop. If so, 7363 4 speeds were produced with a 383.

I always tap the valve stem with a plastic hammer a couple times. It loosens up the keepers.
