Ok 2 things still bother me lol. that converter is just slipping and eating up power with 3.23 gears. The other thing might not be true but those heads if not done right with bigger valves and being hog out and losing their velocity will kill bottom end torque.
mine runs best with 89 secondary jets and 73x47 rods with the 98 primary jets that help keep the plugs clean at cruising speed. I am sure every engine is different.
why would you start with stock jets in the 1405 carbs when you buy the ch28 intake Edelbrock sends you the right jets to start with. maybe you didn't see post 5#. then you could go from there up or down.
not sure the cam is your only problem. 509 should turn on at 3500-3800 rpms. if i read right your running a 3500 rpm converter with 3.23 gears that's not good.
a new cam would be good with high lift and less duration @.50 the 509 was [email protected]. it will get your cylinder pressure higher and more torque. plus knowing it's degree in. sometimes the timing chain and gears are messed up.
