I'm guessing you are looking at a Lynch Road tag. It means someone did their job, inspected something and punched the tag.

H2T5 interior has an UDF code of FT6. SPD would be B18 E87 and D21 also means there will be a 26 on the tag. Any chance you can take off the tag, clean it up and post a picture of the front an/or back of the tag?
