You should be okay with a 10" rim.
I have 15x8's on my 71 Runner.
BUT I also have the 1.5" offset leaf spring set-up on the car.
The tire is a 275-60-15.
I would not know as I have not used the SEM trim paint.
Does it leave a bit of texture? not really - it depends on the finish of the item your are painting.
Road Grabber,
You asked "Is the texture actually rough to the touch?"
Well, I wouldn't say it is rough, but it certainly has a texture to it.
Not sure what finish was called for on Darts, but for 1971/1972 B-bodies it calls for a suede finish.
Now you can just paint it with the SEM landau black...
The steel portion of the dash came from the factory with a textured finish - that way there is no glare on the windsheild.

Yes, a Dremel tool is a good thing to have when doing a restoration project.
Since the stainless mounting fasteners are a little too long, I used my trusty Dremel with a mini death wheel on it to trim them up.
Next, I put on the bumper brackets.
Hopefully I'll be able to find the grille mounting bracket I need and get it put on before the whole assembly goes on the car.
Moving on, it's time to get the front bumper assembly together.
I have my grille mounting kit ready.
Next, get the bumper on the table and get some reference info ready.
As I'm taking inventory of the grille brackets I find out I'm one short.
I'm in need of the short one.
I did put in a...
A couple of days ago I had the glass guys come and install the front and rear glass.
Good guys that did a great job.
They even put all the trim on and didn't chip the paint!
Here she is finally with glass!
And tonight, I got a chance to put the bottom front trim on.
My to-do list is...
