I know sometimes I'll turn it the wrong direction thinking you turn it to the right to tighten it but it's actually the opposite to cut it off. I've had them both ways.
Pull the valve cover on that side and inspect rocker, pushrod, spring ect.
If all looks good have a way to put compressed air into that cylinder so you can listen in the carb and tailpipe to hear if you have a burnt or bent valve.
Sending something overseas might be a gamble anyway. Might have gotten lost.
I had a member send me a part from down south. It made it to the next town over from me and then they lost it. Contacted the seller and he was gracious enough to send me another one.
I had mocked up a wheel for the back, I think it was a 4-1/2" back spacing. Had plenty of room. Then when I had the tires mounted the buldge was a different story. A bit too close for comfort. So I bought 1/4" spacers and that did the trick. Should have had 4-1/4" backspace. The spacers worked...
