    For a pad, the dash does not have to come out. Radio does. 1/4 ratchet, universal, and long extension. It's not the easiest but can be done. Helps it you have new pad and know exactly where the studs are.

    Agreed, but I found it easier than removing the lower dash panel and switch plate which is required to remove the cluster in a 69. Dum dum on the socket is required.

    You can do the upper without removing anything. Note stud locations on new pad. 1/4 with long extensions and a bit of patience.

    I'm not sure if the column jacket would make a difference, as the top looks correct and the bowl appears to have the correct casting numbers. I would be interested in distance from top of shaft to c clip on top of the bearing. Got any pictures of the underside of your steering wheel?

    Taking another look at your column, I don't see the crush zone I see on my 69 RR column. Was that a GTX thing or is that a totally different column and could be the cause of your issue?
