The wrong choice earlier on is the most costly... Spend a few dollars more & buy the right car.. Restoration cost about the same but the value at the end is worlds apart..
Unfortunately I'd say that is generous... One year newer and you'd be in good shape.... You invested n the wrong car... They are cool, but have never been popular enough to raise the price... If it were a numbers matching Hemi you would still be upside down..
Any chance the steering column isn't centered properly causing excess drag? A little drag multiplied by the steering gear ratio makes for a lot of drag when trying to sweep the wheels..

Get the drive wheels off the ground, axle on jack stands.... Get the engine running... Engine 2000 rpm, Clutch pedal depressed, Abruptly stab the brakes... Release then stab again... Well, assuming the brakes work...
Systems with expansion valves don't cycle... They control evaporator temp/pressure by varying the freon flow through the evaporator... EPR allows the system to work more effectively in spite of being undercharged....
No... 69-70 Chargers have little round lights in the rear valance for reverse lights... There are three red light sections per side, the inboard sections are strictly tail lights...

All that welding on top of the quarter likely pulled the top of the quarter down some... My bet is the trunk lid isn't the issue.. As eldubb said welcome to his world...
