...guys up there, and I would rather buy from a localish shop than someone 1/2 across the country. I had nothing but problems from an engine I bought from CME and they wanted me to foot the bill for transporting the engine back and forth and for the parts to fix their brand new engine. Never again.

CME had several options but the web site is down due to the major storm effects. Hopefully they're still going to build engines.
I bought an engine from CME that dumped oil and had the wrong flex plate. I never was able to fix all the places that engine leaked. They wanted me to pay to ship the engine back, and if they found something wrong they would cover parts but I had to cover labor plus shipping the engine to me...

there r lots of things it could be , i guess u r not real mechamical cause u had some or else build yje motor . right?
Try changing the oil filter. I had the same thing happen under the same circumstances, coincidently in a 65 Coronet, and it was a collapsed Fram oil filter. If it's a Fram, throw it in the trash and use a Wix.
CME, carolina machine engines used to offer an assortment of crate bbm, but it looks like they still offer only one, a 6something hp 522, for $11k. RB only.
If you are saying it ran "13 minutes" on the dyno, that is amazing. My dyno time was at least 7 hours with many pulls. What you describe is a bad oil pump/pickup/pan combination. Good luck.
