They are all black on my 67 Satellite and Belvedere II. Haven't checked the parts book yet to see if GTX is different, but they are often the same as Satellite.

The water pump housing had an external leak on the driver's side at the block a few years ago. I pulled the pump housing and timing cover and replaced all the gaskets and the timing set. Not a lot of miles on it since then, but it's possible that it let go again.

I missed the part about this being in reference to CA built cars since it wasn't in the original post and I saw another post referring to all 67's. Mine are St.Louis cars. Definitely no CAP provisions on the breather or air cleaner. Don't know about cars from the LA factory.
Don't know if my 383 Satellites would be the same as a 440 GTX, but neither of my 67's have a nipple on the breather cap. 383, 4bbl, dual snorkel ac built in Jan 67. 383 2bbl, single snorkel built in Apr 67.
$5k sounds low, but depends on machine shop costs in your area - they are expensive here.
I am redoing my previously rebuilt 383 now. R&R pistons. Block already bored 0.030, but needs honed for new pistons. Crank already cut 10/10 will get balanced and polished. Valve job and chamber equalizing...
