Assuming you are referring to the disc and input shaft that doesn't sound like a sticking disc or a pilot hanging on the input to me. Then too, @ 700 rpm and heat who knows for sure?
Did you add new grease to the bushing when you swapped the trans? You surely inspected the disc and cover for...

I have similar on my Barracuda that I've owned since late in '80. It is a lacquer paint that was done 76-77 (IICR) for a PO. 95% of time it's in garage and I really haven't noticed any peeling with it..............yet. :)
I believe some mechanisms didn't have an alignment hole in the "R" tang.
I think I'd just center it up with the other two. If the gate crossover hangs, adjust the "R" rod to where it doesn't.
Always mark where your rod lengths are before adjusting JIC you need to get back there.

Angled HR pliers worked best for me.
I took a lot of pictures before rippin' the old rings out for reference.
Center the covers so the seats match the backs. You don't want offset seams. If you have buckets, try to match both the best you can.

Easy to make. .027" spring wire. Two and a half tight wraps around a 7/32" drill shank. Cut end lengths to fit tab and carb notch should do it for ya'.
This one is heavier .032" SS wire I had laying around to try.

You might consider.....
take a picture of your setup before you rip and tear.
a means of keeping the gasket scrapings out of the pan.
slinger orientation if you remove.
give your gasket sealer time to setup before cranking it up.
IMO, it seems logical if the valve is stuck to the filter inlet face it may not allow air flow through the filter possibly hindering oil pickup for the pump. Worth a check before install?
BTW, I've always half-filled BB filters and spin 'em on as fast as possible.

Before you rip and tear, you might check to make sure the fork is attached to the release bearing correctly. Both fork tips should be on the pads with the retainer springs holding both together. If one side of the fork is off the pad, you'll surely feel it in the pedal. A weak/broke/improperly...
