I don't see how you would mount them if you're installing headers - and likely wouldn't fit anyway. The shield is mounted TO the stock exhaust manifold via two threaded studs and nuts. I think this is for stock applications, and not so much with what you're doing. (And your air cleaner housing...
I think you're missing some. The top ones with the plastic "sleeves" may be for the outside rear seats. The very top one looks correct for the middle bench seat, front passenger. If the mount is bent at an angle, it would likely be for a back seat. The two bottom ones are your shoulder belts...
'69 B, Big Block are the same size (5/8"). '70 B, Big Block are two different sizes (1/2" & 5/8").
And I discovered where I read about the difficulties in installing. I just saw in YO's description, the inner diameter is the same as the fitting sizes. No wonder they are so hard to install.
If I remember correctly, about 5 years ago I installed Year One repops on my '70 B-Body. They were really difficult to get over the fittings and heater core. I thought I read somewhere that this is what you get, nowadays. They eventually went on and have lasted these 5 years without a problem...
If I'm following you correctly, there are a handful of long coarse thread black screws seen on the faceplate. They actually tighten to the housing, that hold the assembly in place to the dash frame. Remove the screws. (And maybe the ash tray; I can't remember this second.) You may want to drop...
On a 69, the buckle/receiver attaches to a male buckle at the outer visor mount. The far end is anchored with the plastic cover, as in your picture. The "loose" end has the elastic and snaps in the roof near the coat hook, so it doesn't hang (which almost all do). 1970 got those retainer clips...
I also had one of the brochures and the scale model when I was younger. They are both long gone.
