That's 13 miles to the US gallon. That seems steep. There are RPM calculators online to see if anything funny there. I personally don't have any experience with 3:23 rear diffs. Maybe a 4bbl carb and some experimental tuning would help?

I have used this product (or similiar from Devcon)for patching inside rear fender wells. Extremely strong and durable. Its not in a support area mind you, however given its strength, if it were me, I wouldn't hesitate for the pinholes.
