You could nip up the oil pan bolts...& get lucky. But my guess is the rear seal or seal holder. When the engine is running, blowby increases pressure in the crankcase & helps find ' bad' seals.
The relay is a good idea. If the ign coil is an E core, it will draw more current.

Carb looks old. Should check the float level. Also, PCV is not hooked up [ large rubber plug between mixture screws ]??? That will mess the idle throttle opening...& idle mixture adjustment.
Another possibility: the rear piston in the m/c has to close off the inlet port [ it feeds into the reservoir ] before any pressure is developed. Some m/cs have an internal adjustment for this in the rear piston. If the piston has to travel a long way before the seal blocks this port, then there...
I do not understand how it can have a 'pick up'....but not be electronic ign [ Post #1 ]. Maybe it is a Pert dist with a module inside? If so & the module is HEI based, it may need a filter [ below] if the tach was designed for use with a points dist.
If the dist has a p/up, then it is an electronic dist & will need a module or box to run it.
The tach maybe designed to work with elec ign, not points ign, which has a different output signal.
My self & Phoenix are in Australia. 440s were NEVER fitted to a car or truck in this country. You don't just go to a wrecking yard & get another block......As scarce as rocking horse s**t.....
