Pnora is correct. You’re probably trying to compress the pump arm spring while the arm is on the lobe of the cam. If you rotate the engine you should get off of that “fuel pump lobe” and have an easier time installing the pump

Phenolic is better

It sounds like you have bad power valves. Your carburetors should work fine in the street. There might be a check-ball you can add into the baseplates to stop breaking power valves (?).

Try a Holley regulator, but mount it on the passenger inner fender
