You are off a hex on the torsionbarinstall or it was part of a run of aftermarket ones that didn't have the hex in the right place or the torsionbar is so weak it's not loading...

I don't do the weld the washer, i get the rubber out then use a sawzall and cut the outer shell enough length wise in 2-3 spots then collapse it with a hammer/chisel.. doesn't take long. And i trust the old stamped arms more than aftermarket ones.. i'm paranoid though :) clean those holes well...

The key is the orientation of the tab which the adjuster screw pushes upwards against.
When you back off the screw make sure the tab with the counter sink hole rotates downward.
