My 383 in 65 Belvedere with carb spacer and flat air cleaner had interference with the under hood insulation. I switched to a drop base air cleaner and no interference.

Timing set worn out? Is possible that your distributor weights are in backwards thus retarding timing? I dont know if that actually works like that but, its the second thing that pops in my head.
