You need the ground strap and a ballast resistor. BTW ... not a very good pic !!

What thermostat degree are you running? 220 is not uncommon idling for a long time on a hot day. 180 is very good.

The pictured tool is for loosening and tightening the the tension shackles used on 1974 - 1978 C-bodies when removing and installing the rear leaf springs.

This is an odd one that I can't find a pic of in my 1969 or 70 fsm's. Miller C-4211-11 that I found referenced on the web as "stretching fixture rear spring & hanger" (the middle bolt thread is left handed, and the tool diameter is 1", so would be for B and C body cars) C-4211-6 C-4211-9...
