You need one or the ecu will fry after a while. They also have to be matched to limit the current to the ecu.

X2, well said. If I would have listened to so many others people, I would have missed out on me being retired watching their bad advice keep them working till they fell over............ To each their own.

The ballast resistor is matched to the ignition coil to limit current. The current limiting is mostly for when the ignition is on and the engine is not running, and running at low RPM. With the engine running, Inductive Reactance will limit the coils current draw.

The cast iron small block is different than the aluminum one.

Are you getting battery voltage to the starter relay? I would start there since bypassing the relay doesn’t make the starter crank. I would also connect the negative lead on the voltmeter somewhere on the engine block to see if the ground cable is doing its job. Battery cables can look good...
